Alan Protzel


Alan Protzel is Senior Vice President at NAILBA member company The Marketing Alliance, Inc., a publicly owned national IMO.

A graduate of the Olin School of Graduate Business (Washington University – St. Louis) with his MBA in Marketing and Finance, Alan began his career with MetLife in 1977 as a member of MetLife’s Executive Development Program for MBAs and JDs.

Alan has been involved in many aspects of the industry and has significant accomplishments in all phases of wholesale and retail distribution, marketing, Advanced Sales, product development, illustration system and incentive program development and implementation, and orphan marketing.

Alan has been married since 1977 to Joanie and has two adult children, Mac and Erica, as well as a daughter-in-law, Rachel and two grandchildren. Hobbies include charitable fundraising, volunteering, being a grandfather and stocking shelves at the family deli.


Robin S. Landers, CLU
Vice President


Robin Landers is a principal at NAILBA member agency Landers-Stein & Associates, Inc., a Miami-based BGA founded in 1959 by Bernie Landers and Marty Stein.

A graduate of the University of Florida’s College of Journalism, Robin has a degree in Advertising. She started as a file clerk at Landers-Stein in 1983, earned her insurance license, followed by her CLU designation. She partnered with Carmen A. Rodriguez in 1995 to begin their agency together, choosing Robin’s sister, Diane Preuss, as their first staff person, all of whom had worked for the original agency.

She has been president of both the Miami SFSP (CLU) and NAIFA–Miami. In addition to serving on the NAILBA Charitable Foundation Board, she also served on the NAILBA Marketing Committee and works on NBA’s Nomination and Bylaws committees. Along with her volunteer commitments to the insurance community, Robin has served on the board of The Heart Association and the Women’s Fund. She is the wife of a prize-winning journalist, and is the proud mother of five children and grandmother to five grandchildren.


Kathy J. Carlson


Kathy Carlson is President of NAILBA member agency United Underwriters, Inc. (UUI),  a national brokerage general agency in Exeter, New Hampshire.

Her career at UUI began in 1984; and she quickly became a key contributor to the brokerage industry. Her involvement shaped the development and enhancements of three of the most popular agency management systems used by the brokerage marketplace. She is one of the authors of “The Guide to Underwriting an Impaired Risk” - a manual that became an international reference guide on the subject – and has continued to be instrumental in advising company partners and vendors on new business issues.

In 1992, Kathy became an officer of UUI. In 1997, she became an owner and partner of Brokerage Services International, Inc. (BSI) in Germantown, Maryland. In 2002 she became a partner at UUI until she bought out her partner in 2012 and took the reigns as sole owner and President.

In addition to her roles at UUI and BSI, Kathy is a member of The Marketing Alliance, Inc., a member and past Board of Directors member of SubCenters, Inc., and a current member of NAIFA.

Kathy lives in East Kingston, New Hampshire with her husband Rich. On the weekends, you can find her and her husband on the golf course.

 Michael T. Smith
Immediate Past President

Mike Smith is President of NAILBA member agency CPS Horizon Financial. Prior to purchasing CPS Horizon, Mike was in personal production qualifying for life membership in MDRT including Court of the Table. 

Mike has presented sales ideas, marketing programs, and information on current insurance and investment trends to the Million Dollar Round Table, The Financial Planning Association, The Society of Financial Service Professionals, and 5 times at the NAIFA National Convention.

Mike is also the current Member Benefits Chair for NAIFA at the national level.

Mike is married to Pamela and has two daughters:  Stephanie 17, and Hannah 15. Hobbies include travel, going to Packer games, collecting sports memorabilia, playing basketball, and trying to communicate with his teenage children.


Jeff Mooers
NAILBA Chairman


Jeff Mooers sits on the Foundation Board during his term as NAILBA Chairman. He is a third generation principal at H.D. Mooers and Company, a Brokerage General Agency started in 1937.  Jeff started at the agency in 1989, following in the footsteps of his father, his uncle (NAILBA’s own Douglas Mooers), and his grandfather.   After graduating from the University of California, Davis, Jeff went to work in the marketing department, and took over as President in 2000.

.He currently serves on the Editorial Advisory Panel, and has served on numerous NAILBA committees, including as chairman of the Marketing and Strategic Planning Committees. He was recognized in 2012 with the NAILBA Chairman's Award, and he is an active supporter of the NAILBA Charitable Foundation, serving on the Grants Committee in 2012.  Jeff and his wife, Linda, have 3 children—Eddie, Emily, and Eric.  Jeff is a past President of NAIFA Mount Diablo.  Outside the office, he enjoys fly-fishing, traveling with his family, and coaching Eric’s soccer team.



Seixas "Chad" Milner III

NAILBA Secretary/Treasurer

Grants Review Committee Chairman

Seixas “Chad” Milner III sits on the Foundation Board as NAILBA’s Treasurer and serves as the Grants Review Committee Chair. He assumed the role of President and Chief Executive Officer of The Milner Group in 2017 becoming the third generation of his family to run the business. Chad is part of the fourth generation of his family to be in the insurance business and had previously served as the Vice President of the Senior Markets division of The Milner Group since 2001.


He is an expert in annuity product design and has received the accreditations of Certified Senior Advisor, Certified Annuity Advisor, and Certified Annuity Specialist. From 2001 until present, he has grown the annuity department from 10 million in sales to over 240 million in annual annuity sales. In 2012 Chad founded North American Senior Benefits (NASB) which is a Brokerage Agency focused on the final expense senior market. Currently NASB is the leading IMO in the final expense marketplace with over 600 career agents producing over 20 million in annual premium. NASB continues to lead the final expense market by adding over 30 new career agents each week.

Because of his dedication to the company and business, Chad has been recognized and awarded for his excellence and outstanding achievements with NAIFA-Atlanta’s 2011, 2012, 2013, 2014, and 2017 Top Advisors Under 40 Award. Chad maintains active involvement in the business by serving on the board of directors for both LifeMark Partners and NAILBA. He is also an active member of the AIG Advisory Counsel. Chad’s faith, strength and undeniable focus fuels his commitment to be the best innovator in this business.   He is married to Wendi Milner, with whom he has two loving sons, Seixas “Sage” Milner IV and Luke Milner. Chad attended Georgia College and State University from 1998-2001 and is very active in his church, Redeemer Presbyterian.


Dan LaBert

Dan LaBert is NAILBA CEO and serves on the Foundation Board as an ex-officio member.


Patrick Bowen


Patrick Bowen has been a leader in the Sales and Marketing department with Legal & General America for over five years. He has nearly twenty years’ experience in our industry, all of it in a brokerage sales and marketing capacity.

He began his career as a brokerage manager, worked as a regional vice president, and as a sales vice president for several leading life companies. He has led teams of internal and external wholesalers, participated in the design and execution of both marketing and operational initiatives to fuel brokerage sales, and has a proven track record for sales management and business development. Patrick has forged close connections with Independent Marketing Organizations and the principals of their member agencies.

He is a graduate of the University of Georgia and holds a Chartered Life Underwriter designation from the American College.

Patrick resides in Atlanta, GA with his daughter, Mary Kent. He enjoys running, reading, and is an avid college football fan.


Allen D. Bress


Allen Bress  is the Principal for NAILBA member agency AIM Marketing and Insurance Services, which he founded in 1978. AIM was established as one of the first wholesale distributors of Employee Benefit Programs. AIM Marketing provides insurance products to insurance producers nationwide.

After graduating from California State University, Allen was employed by Blue Cross of Southern California as a sales and service representative. It was in this capacity that Allen developed his skills in the Group Benefits arena.

In 1987 Allen, with his partner, established Merchants Benefits Administration (MBA) to administer several Insurance programs they purchased from Aon. Today MBA’s primary focus is Retiree Medical Plans, Part “D” plans and individual dental insurance. Merchants Benefit Administration distributes its owned branded insurance plans - Senior’s Choice Group Retiree Medical and Multiflex Dental.

Allen has been married to Gail for 40 years, and has two adult children. He and his wife reside in Fountain Hills, Arizona.

Danny Brooks is the President of NAILBA member agency Southern Insurance Group located in Cookeville, TN. SIG is a charter member of AimcoR . SIG is a multi-carrier wholesale operation.

Danny started his career in 1978 with Kentucky Central Life. In 1981 he became the youngest RGA in the company. He obtained many awards and was on the President's Cabinet . In 1993, Danny helped form Century 2000 and was President until 2000. In 2002, he helped form Aimco and was President. In 2011 he became a charter member of AimcoR and currently is a Board Member.


Danny is a graduate of Tennessee Tech University. He is married to Karen and has 3 children, Brent, Leslie, and Julie. He also has two grandchildren, Lena and Teddy.


His hobbies are golfing, boating and playing with his grandbabies.


Pete Chrisos 


Pete Chrisos is the Vice President and National Account Manager for Protective Life Insurance Company.

He has more than 37 years of insurance industry experience. He began his career in 1979 at North American Company for Life and Health Insurance working in multiple areas of the company  before starting his career as a as a Senior Life Underwriter.  He joined the Zurich Life Underwriting Team in 1998 as a Senior Life Underwriter and Sales Support Manager.

He began establishing his career as a Sales Vice President in the brokerage community in 2001. Pete joined Protective Life in 2006 and is currently a National Account Manager in the Brokerage Distribution channel, managing relationships with multiple strategic marketing organizations. Pete is a lifelong resident of the Chicagoland area and currently resides in Hoffman Estates, IL with his wife Karen and their two children, Kevin and Stephanie.


Barbara Crowley

Barbara Crowley is CEO of NAILBA member agency Brokers Clearing House, Ltd., located in West Des Moines, IA. BCH is a multi-carrier wholesale distributor of quality life insurance, long term care, and annuity products.

Barbara started her brokerage career in 1977 with BCH. She has worked as a consultant for insurance carriers, served on numerous insurance company advisory boards and spoken at various industry meetings. Barbara is a past Chairman of NAILBA, and is active in NAIFA and SFSP. She has served as President of Life, Inc. and as a Board Member and Officer for LifeMark Partners, Inc., of which she is a founding partner.

Michelle DeClerck, CMP, founded Conference Event Management in 2003. Today, she’s proud to be leading the industry’s premier provider of unique, world-class event, conference, incentive travel and meeting experiences, based primarily on referrals from many NAILBA clients and supporters. One of her proudest moments was to be selected by Goldman Sachs 10K Small Businesses as the only company in Iowa, and one of only 150 small businesses throughout the nation, to participate in their elite spring business growth program.

A proven industry leader and innovator, Michelle has won numerous professional accolades, including: the 2017: SBA Iowa Women in Business Champion of the Year; the Inspiring Women of Iowa – Character Award; Smart Meetings Top Influential Woman – Innovator of the Year Award; and Midwest Meetings Magazine Cover Feature. 2016 Awards included being named a Top 20 Change Maker in the Event Industry by MeetingsNet and named Iowa’s National Association of Women Business Owners (NAWBO) Business Owner of the Year (2011).

In recognition of her dedication to giving back to her community, Michelle has been named Citizen of the Year in Clive, Iowa (2016). Her community work includes: leading her team in quarterly volunteer projects; serving as co-chair for Matthew 25 (a hunger and homeless outreach initiative); serving on the Clive Public Arts Advisory Commission; launching the Iowa Hospitality Donation Network (a charitable initiative that assists Iowa hotels and event venues in donating leftover items to the hungry and homeless people of Central Iowa); serving as president of the board for Opportunity on Deck (a 501C3 organization that provides free sports clinics to underserved children); and many ongoing and previous volunteer roles in various capacities for the Girl Scouts, the Salvation Army, several Iowa universities, a high school show choir, her church and more.


Brad Gordon


Brad Gordon joined NAILBA member agency MAF Companies in 1993 as Vice President of Sales and an equity partner. During his 15 year partnership with Paul Kasik, MAF Companies experienced record growth (a tenfold increase in production).

Brad attained his CLU designation in 1984 and ChFC in 1986. Brad served as President of the North Branch of the Chicago Life association in 1989. He has moderated LUTC classes for a number of years and was an Officer of Supervisory Jurisdiction (OSJ) for Sage Point Financial.

Brad brings a wealth of experience to his presidency going back to his childhood as the son of a major Chicago life brokerage general agent. He entered the business in 1981 with Home Life as a carrier agent selling life and disability insurance. In 1984, Brad became a brokerage manager for The Larry Gordon Agency.

Outside of the insurance community, he and his wife run a family foundation; Brad also serves with many philanthropic organizations in the Chicago area. 


Stephen Howard

Steve Howard is the publisher and editor of Broker World magazine, the industry’s first publication dedicated to serve the unique needs of the insurance brokerage community. Steve joined the publication, founded in 1980 by his parents, former Mooers Award winner the late William S. Howard and his wife Carole, in 1983 as a sales rep and, through the marvel of nepotism, became president of the company in 1995. Following his father’s death he humbly named himself chairman and publisher, and took over the duties of editor with the retirement of industry icon Sharon Chace in 2014.

 A fervent advocate of NAILBA and the BGA family it serves, Steve has served on the NAILBA membership committee, is enjoying his second term on the NAILBA Charitable Foundation board, and can be found painfully badgering anyone within reach to purchase raffle tickets throughout NAILBA’s Annual Meeting. He received the NAILBA Chairman’s Award in 2013. He is a frequent guest and occasional speaker at many BGA marketing group meetings, annoying countless new friends and old with his gruff humor while chronicling the events with his incessant camera flash.

Proof that God watches over drunks and fools, Steve is joined in his travels by his wonderful wife (and Broker World CFO) Hope Howard. The couple resides occasionally in Lenexa, Kansas, with their three dogs and two cats.


Lori J. Payne

Since joining American General Life Companies (American General) in 2001, Lori Payne has served as Vice President Senior Strategic Account Manager. She collaborates with the regional sales teams and is responsible for the strategic relationship at the national account level for each of the assigned marketing organizations.

Lori is a recognized expert in the distribution of life insurance, annuities and accident and health products by independent third party wholesalers in the United States. Prior to joining American General Life Companies, she worked for First Colony Life Insurance Company in Lynchburg, Virginia for more than 20 years in various operations, sales, and marketing positions.

Lori has earned numerous industry designations, including Chartered Life Underwriter (CLU), Chartered Financial Consultant (ChFC) and Fellow, Life Management Institute (FLMI). She holds state insurance and FINRA Series 6 and 63 licenses. She is a member of the Society of Financial Service Professionals and serves on several industry committees including NAILBA’s Editorial Advisory Panel.

Lori resides in Mt. Pleasant, SC.

Scott Weilage

Scott Weilage is President and CEO of Weilage Advisory Group.  Weilage Corporation, DBA Weilage Advisory Group,  was incorporated in 1990.  While Scott “bleeds life insurance,” Weilage Advisory Group has since grown 6 different distribution channels, involving wholesale brokerage, full retail wealth management, employee benefit solutions, human resource and payroll resources, property casualty insurance, and supporting a very busy educational center, all from their headquarters located in Mankato, MN.

Scott attended the University of Minnesota in Duluth.  He is a past board member and President of National Brokerage Agencies, Inc.  He was a former member of Brokers Group International, Inc.  He currently has limited his charitable involvement to the Mankato Symphony Orchestra and the NAILBA Charitable Foundation.  As a “Solo-Dad,” Scott takes great pride raising his two teenage children.  His hobbies include golf, tennis, snowshoeing, skiing, photography, and playing with his two horses at their country home.
